Service Disabled Veteran Owned Small Business Procurement Program

 

 In 1999 The Veterans Entrepreneurship and Small Business Development Act was passed in an effort to recognize the service and sacrifices of veterans with a service connected disability by providing them with unique access to government contracting opportunities.  This congressional Act was shortly followed by the Veterans Benefit Act of 2003 (Public Law 108-183) which put in place the Federal requirement to support these new laws through Sole Source, Restricted Competition and Set Aside contracting opportunities. To further strengthen these contracting requirements, President George W. Bush signed Executive Order 13360 which among several important initiatives also established a goal of not less than 3% for participation by SDVOSB in federal contracting awards.  Federal Acquisition Requirement (FAR) 19.14 – Service-Disabled Veteran Owned Small Business Procurement Program was created to provide contracting officers with the guidelines, processes and procedures to implement the Veterans Benefit Act of 2003 and satisfy Executive Order 13360.
